Pending-change flag in the land registry (plomba)

A mark on the title sheet (list vlastnictví) showing that legal relations to the property are affected by a change, meaning that proceedings (registration, record, note) are pending at the cadastral office. It is entered without delay once an application is delivered, under Act No. 256/2013 Coll., and stays until the proceedings end. It warns anyone checking the land registry that the entry may change.

Example

On 1 October 2026 the buyer of a CZK 5,000,000 flat and the bank file applications to register ownership and the lien (mortgage of CZK 4,000,000 at 5.00 %). The next day the title sheet shows a plomba with two proceedings numbers. The bank uses it to verify that the applications really are at the land registry and releases the money into escrow.

In practice

Download a fresh extract from the title sheet before you sign the purchase agreement. A plomba the seller has not mentioned means someone else's proceedings are pending: another sale, a lien, enforcement. The bank will not approve such a property until those proceedings are over. An old extract handed over by the estate agency is not good enough.

How it differs

A plomba is only the visible trace of an application for registration, not the filing itself. A note of dispute (poznámka spornosti) or a note on enforcement is a separate entry with its own legal effect, whereas a plomba creates no right by itself. It disappears once the registration is entered.

Frequently asked questions

What does a plomba in the land registry mean?

That proceedings affecting the property are pending at the cadastral office, for example an application to register a new owner or a lien. On the title sheet it appears as “P” in front of the property and in part D.

How long does a plomba last?

Until the proceedings end. The 20 days often quoted are only the minimum wait: the office may enter the change no earlier than 20 days after notifying the owner, and in August and September 2026 a registration took 22 days on average.

What should you do if a property has a plomba?

Find out which proceedings it belongs to; the proceedings number can be looked up online free of charge. If the seller has not explained it, do not sign or pay until it is clear, because it may be another sale, a lien or enforcement.
