Permanent residence as a mortgage condition for foreigners (trvalý pobyt)
A foreigner's residence permit without a time limit under Act No. 326/1999 Coll., on the Residence of Foreign Nationals; a third-country national usually obtains it after 5 years of continuous residence (§ 68). For a mortgage it is the strongest status: banks treat holders much like Czech citizens. EU citizens get the same conditions as Czechs even without it.
Example
A Kazakh citizen with permanent residence and a net income of CZK 60,000 can borrow roughly CZK 5.0 million at 5.00 % over 30 years, with LTV up to 80 %. His colleague with long-term residence (dlouhodobý pobyt) gets only LTV 70 % on a CZK 5,000,000 flat, i.e. CZK 3,500,000 over 25 years with a payment of CZK 20,461, and must have CZK 1,500,000 of own funds.
In practice
The bank wants the residence permit card, a passport and income from a Czech source. With long-term residence it also watches how long the permit remains valid and often cuts LTV to 70–80 %. A Czech citizen's registered address (“trvalé bydliště”) is a different thing altogether: for a foreigner, the bank cares about the type of permit, not the address.
How it differs
Unlike long-term residence, which is tied to a purpose and expires, permanent residence has no end date. Temporary protection (dočasná ochrana) is a special status for refugees from Ukraine, with even stricter bank conditions. For Czech citizens, “trvalý pobyt” means only a registered address, with no effect on a mortgage.
Frequently asked questions
Does a foreigner need permanent residence for a Czech mortgage?
Not always. EU citizens borrow on the same terms as Czechs without it; others need permanent residence, or long-term residence with an address and income in Czechia, and with long-term residence banks often cap LTV at 70–80 %.
Does a Slovak need permanent residence for a mortgage in Czechia?
No. Slovakia is in the EU, so a Slovak citizen gets the same conditions as a Czech one; the bank looks at income and creditworthiness.
